Case Study #1

Shelton Square

From Family Farm to One of Murfreesboro’s Largest Yet Most Thoughtful Planned Residential Communities.

Shelton Square began as the Shelton family farm and became one of Parks360’s largest residential communities in the City of Murfreesboro. The project reflects the full range of what complex land development requires: landowner trust, long-range planning, infrastructure coordination, builder participation, municipal coordination, phasing, and follow-through.

The Opporunity

Trust built long before the transaction.

Shelton Square began as the Shelton family farm. When the time came to consider its future, the Sheltons turned to Bob Parks. The relationship between the two families had been built over decades, beginning when Jenny Shelton worked for Bob in the late 1980s and early 1990s and continuing through years of trusted conversations about the land. By the time development became a real possibility, trust was already in place.

Parks360’s Role

Parks360 led the full development of Shelton Square — from community planning and entitlement through infrastructure, phasing strategy, builder coordination, and lot delivery across 771 lots and 13+ phases.

Shelton Square is one of the largest Parks360-led communities in Middle Tennessee. It sits in the City of Murfreesboro — a distinction that required active coordination with Murfreesboro city planning, engineering, utilities, and public works rather than county-level approvals alone. With three separate community entrances off two different main roads, the site required careful access planning from the beginning of the design process.

What Made It Complex

Shelton Square required more than a land plan. The project involved significant infrastructure complexity, overlapping ownership and lending structures, and active coordination with multiple municipal and public-sector stakeholders throughout development.

01

Off-site sewer crossing i-24

The sewer solution required Parks360 to work directly with the Murfreesboro Water Resource Department to evaluate two different sewer collection system approaches. After underwriting the original plan, Parks360 had to completely change direction. The final approach required pump stations, with the location of each pump station determining which phase could move forward first. All sewer infrastructure had to run under I-24, requiring both easements across adjacent property and active coordination with TDOT and utility authorities. Confirming the final route took more than a year.

02

MULTIPLE DISCONNECTED PHASES ON ONE SYSTEM

The initial three phases of the community were ultimately served by a single sewer system. Managing that configuration required deep familiarity with Murfreesboro Water Resource Department policies, personnel, and approval processes — relationships that Parks360 had built over prior projects in the market.

03

MULTIPLE TAX PARCELS AND OWNERSHIP INTERESTS

The property involved multiple parcels and ownership interests that required careful coordination especially with satisfying lender underwriting before development could move forward. Parks360 helped organize those moving pieces in a way that secured financing and supported a clear path forward for both the family and the project.

04

ROADWAY COORDINATION ACROSS TWO NETWORKS

Shelton Square’s three community entrances connected to two separate existing road networks—Blackman Road and Florence Road—both of which were contiguous to Rutherford County roads. That required coordinated approvals between Parks360, the Rutherford County Highway Department, and Murfreesboro planning and engineering. Off-site intersections had to be improved as part of the project. When the Rutherford County School System selected a nearby site for a new school campus after development had already begun, Parks360 worked closely with the Rutherford County Board of Education to coordinate traffic patterns and utility access.

05

SIMULTANEOUS PHASING AND COORDINATION

Multiple phases moved forward simultaneously, requiring careful coordination of financing, construction activity, utility providers, and development timing.

Each of these elements would have been complex on its own. Managing them concurrently, across 13+ phases and 771 lots, while maintaining builder relationships, community timelines, and landowner trust throughout—that is the operational story Shelton Square tells.

What the Relationship Looked Like

The Shelton family’s decision to work with Bob Parks was rooted in a relationship built over time, not an isolated transaction.

Through the sale process and into development, Bob valued the Shelton family’s input, answered their questions thoroughly, and approached every interaction with the same respect and professionalism that had defined the relationship from its beginning. Decades after becoming acquainted with each other, those same qualities were consistent through the most consequential decision the family would make about their land.

That trust is central to the Shelton Square story. A landowner decision of this significance is not only about the transaction, it is about the people trusted to carry the property into its next chapter.

“Bob valued our input, answered all of our questions, and related to us in a very respectful and professional manner. Doing business with Bob was a relaxed and focused experience.”

Builder Coordination

Shelton Square has attracted a broad range of local, regional, and national builders across its 13+ phases. Parks360 coordinated lot delivery, product planning, and phasing strategy around the requirements of each builder group. This helped ensure that the community’s pace, mix, and execution stayed cohesive despite the size and scale of the project.

What Builder Coordination Required

  • PHASING SEQUENCED AROUND SEWER INFRASTRUCTURE
  • THREE ENTRANCES ACROSS TWO ROAD NETWORKS
  • MULTIPLE LENDING DRAW STRUCTURES MANAGED SIMULTANEOUSLY
  • PRODUCT MIX COORDINATED ACROSS 13+ PHASES
  • SCHOOL SYSTEM AND TRAFFIC PATTERN ADJUSTMENTS MID-DEVELOPMENT
  • CONSISTENT LOT DELIVERY STANDARDS ACROSS BUILDER GROUPS

What This Proves

Landowner Trust

Decades-long relationship. Trust through the process. The landowner story doesn’t start with the contract. It starts long before.

Master-planned Scale

771 lots. 13+ phases. Multiple builders. Complex infrastructure. Shelton Square is proof that Parks360 can execute at scale.

Rutherford County Depth

Sewer, roads, municipalities, schools, lenders — all managed concurrently across a 771-lot community in the City of Murfreesboro.
